I propose to reply to Mr.Zimmerman on these lines,rcferring so far as concerns Hong Kong, to the burdens already boarne by that Government, and saying that both we and the War Office would be extremely grateful if the Red Cross would accept this liability finally. But before doing so I should be grateful for any comments you may have in view of your close assoc.ation with the activities of the Red Cross in the past.
I should be grateful if you would return the original enclosures with your reply.
